Charles B. Rangel International Affairs Program
The U.S. Department of State manages and funds the Rangel International Affairs Program as a means to increase excellence and representation of the American experience in the Foreign Service and promote interest in all aspects of State Department work, including the Civil Service and Foreign Service Specialists.
The Charles B. Rangel International Affairs Program has 2 programs: the Rangel Graduate Fellowship program and the Rangel Summer Enrichment program. The Rangel Graduate Fellowship specifically leads to a career as a generalist in the State Department Foreign Service.
Rangel Graduate Fellowship Program
Award: The Rangel Program plans to award 45 fellowships of up to $42,000 annually for a two-year period for tuition, room, board, books, and mandatory fees for completion of a two-year master’s degree. Each Fellow will receive mentoring from a Foreign Service Officer throughout the duration of the fellowship. Rangel Fellows will participate in two internships. The first, an internship working on international issues for members of Congress in Washington, D.C., will occur in the summer after being selected and before the first year of graduate study. The second will be an overseas internship in a U. S. Embassy or Consulate that takes place during the summer between the first and second years of graduate study. The Program provides support of up to $10,000 per summer.

Rangel Summer Enrichment Program
Award: The Charles B. Rangel International Affairs Summer Enrichment Program is a six-week summer program where undergraduate students live at Howard University, attend classes, and participate in a variety of programs with foreign affairs professionals at Howard and at diverse locations around Washington, DC. The Program covers the costs for tuition, travel, housing, and two meals per day. It also provides a stipend of $3,300.
- Applicants must be seeking admission to enter graduate school in the fall of 2025 for a two-year program at a U.S. university in an area of relevance to the Foreign Service. They can be in the senior year of their undergraduate studies, graduating by June 2025, or they can be college graduates.
- Applicants must have a cumulative grade point average of 3.2 or higher on a 4.0 scale at the time of application.
- Applicants must be a U.S. citizen.

- Transcripts from all colleges and universities the applicant has attended for credit.
